As per port restrictions, the dedicated berths are n°2, 3 & 4.
No there are no pre berthing delays. The port of Lome's Modus Operandi is, first come, first served. Meanwhile the vessel, upon arrival must notify the port pilot station on (VHF 16) so that the can record the date and time of arrival for the above rule to be applied correctly.

Yes bunkering is available at the port and/or at the anchorage. Bear it in mind that it is an activity that is highly dependent on the weathers and sea conditions. So in as much as it it available, only the weather can permit it.
Bunkering is available and can be done at berth and/or at the anchorage prior the vessel's berthing (with Monjasa a 3rd party private company).
Yes the bunkering can be carried out simultaneously with cargo ops as long as it does not hamper the rate of discharge of cargo but we advise to do it at the anchorage prior to the vessel's berthing or after the vessel has discharged her cargo
